Questa "memoria" fu scritta nel 2012, ad Oggi (inteso nel 2017) nulla è cambiato e ve ne diamo prova leggendolo. 

Vi è una città nel Sud Italia che Roma ignora. 

Questa è Foggia, terra arsa, assuefatta da un cosmo criminale allo stato puro, dove gli ultimi anni sono stati improntati su terrore e panico nei confronti della società civile, inerme dinanzi allo strapotere esercitato da vessazioni e intimidazioni di criminali che, spesso sembrano teppisti e poco hanno di quel codice mafioso che in passato distingueva il teppista da un affiliato. In questa città la malavita, intesa come organizzazione criminale, ha subito un cambiamento radicale e generazionale, dove i padrini e i boss hanno pressoché una età media tra i 36/43 anni, fatta eccezione per il ritorno delle vecchie glorie uscite dalle carceri. 

Il cambio è avvenuto anche al livello istituzionale presente sul territorio, con un riciclo di poliziotti e carabinieri, capaci un tempo di tenere a bada i vecchi capi, con metodi discutibili, ma di sicuro efficaci, perché, quello che questa città sta subendo negli ultimi anni, nella sua storia, non lo ha mai subito. Rapine a mano armata compiute da “principianti” del crimine non più che ventenni, estorsioni a 360° gradi con appena pochissime denunce; una città stretta nella morsa di droga, usura, racket e microcriminalità che mai come oggi, ha registrato nelle sue cronache. In passato vi erano i boss, quelli veri, quelli d'onore, dove vigeva il rispetto tra criminale e forze dell'ordine, un ossequio fatto nel non pestarsi i piedi, ma nell'interesse comune di non spaventare e di non portare all'esasperazione la comunità cittadina. perché un tempo coi criminali ci si dialogava e ci si prendeva anche il caffè insieme, oggi se lo fai ti chiamano colluso e in questo settore se vuoi fare bene il tuo lavoro devi esser pronto a sporcarti le mani in senso buono (no a magna magna, quella è un'altra cosa) d'altronde è come chiedere ad un operatore addetto allo spurgo fognario di non sporcare la tuta lavorando, risultato? impossibile! vuol dire che la fogna l'hai solo osservata senza metter mano.

Con il cambio istituzionale e i “soldati” criminali, questo patto di non belligeranza è venuto meno. 

Anni addietro la Questura si avvaleva di una squadra mobile operativa e molto introdotta sul fronte criminale (nel senso bonario della parola), mettendo da parte i metodi ufficiali che la legge impone, era ed è stato accertato che il suo comandante (della mobile) fu indagato per accuse deplorevoli, insieme con alcuni membri della sua squadra, accusati anche di prendere parte alle riunioni dei capi mafia di quell'epoca, garantendo loro un salva condotto in azioni redditizie per l'organizzazione, (fatti poi accertati non essere veri) ma avendo cura di non esasperare il cittadino con azioni che destavano panico nella collettività. Questa squadra fu smantellata con la più infamante delle accuse. 

Al loro posto subentrò un nuovo dirigente che si guardò bene nell'infrangere il patto di non belligeranza, ma con la variante di non essere più parte attiva dei loro incontri segreti tenutisi in una villa a pochi chilometri dal centro urbano, ma di conservare quell'intesa e lasciando comunque il salvacondotto immutato. 

Con il cambio generazionale istituzionale, la squadra mobile dopo anni di onorato servizio, cambia per motivi anagrafici e promozioni varie, il suo dirigente e di conseguenza anche i suoi uomini. 

Arriva a capo di questa squadra, uno giovane, ambizioso e con un curriculum di tutto rispetto, cambiano i metodi e gli uomini, personalità che sicuramente diventa difficile, per il cosmo criminale, poter “avvicinare” senza subire il suo senso di legalità, e non che i predecessori non l'avessero, ma la giovinezza porta entusiasmo e voglia di affermarsi. 

Quindi dirigente nuovo e nuovi metodi persuasivi attuati dalla criminalità organizzata per imporre il proprio stato delinquenziale. 

Appurato di non avere più il salvacondotto garantito in passato, si ritorna a colpire il cittadino inerme e per mezzo della micro criminalità, infondendo paura, panico, terrore, strozzando e avvilendo economicamente ogni forma di commercio presente in città. 

Il cambio generazionale colpisce anche l'ossatura mafiosa, si susseguono boss con codici e vedute diverse dai vecchi capi mafia, a dimostrazione che quasi tutti i vecchi uomini cosiddetti d'onore rinchiusi in carcere da anni, al loro sconto di pena e raggiunta la libertà prevista, sono inesorabilmente vittime di agguati, di omicidi programmati per far fuori tutta la “vecchia guardia”. 

Dei vecchi boss, con l'ultimo omicidio “eccellente” (Giosuè Rizzi) son rimasti in due. 

Questa città in tutta Italia era ed è conosciuta nel mondo criminale, perché ha dato i natali, forse all'uomo che veramente era d'onore in questo ambito; chiunque nel mondo mafioso conosceva il suo nome e spesso lo associava ad un uomo di rispetto, ad uno che aveva il codice mafioso nel sangue, questi era Giosuè Rizzi detto il “Papa di Foggia” Era ben visto dalla mafia catanese come nel contesto camorristico, era un nome che nell'immaginario popolare di questa città, si evocava per avere paragoni, per avere considerazione, in pratica per definirti “buono”, in gamba. 

Con questo omicidio, avvenuto in un freddo Gennaio di qualche anno fa, la città ha capito di essere in balia di uomini senza scrupoli, arrivata ad avere 367 affiliati di cui molti ragazzini emergenti. 

Col passare degli anni la società mafiosa ha stretto collaborazioni e patti di forza con organizzazioni esterne potenti, forse più del loro immaginario, avvalendosi di nomi nel cosmo criminale di notevole spessore. 

Ma la domanda da porsi è : Roma, in tutto questo susseguirsi di una escalation criminale, cosa ha fatto? 

Niente, ha assistito passivamente ad un mutarsi in negativo, ora si limita a mandare reparti anticrimine a presidio del territorio, gettando solo fumo negli occhi dei cittadini. 

Anche se la realtà di questo territorio è ben nota nei palazzi di potere, non a caso, ultimamente terra di convegni antimafia, ma solo di parvenza, perché di operazioni di contrasto efficaci, non ve ne sono state. 

Non si è provveduto a mandare segnali forti alla collettività, non serve uno stato di polizia, uno stato di coprifuoco, ma servono uomini capaci di fare quello che lo Stato solenne non è in grado di saper fare, bisogna avvalersi di uomini esterni, di uomini come quelli che furono capaci di porre fine a numerose latitanze. 

La storia si ripete perché l'epilogo è già scritto. 

L'attuale capo della mobile sarà rimosso dall'incarico e trasferito ad altra sede, spesso avviene con una promozione figurativa, apparendo al mondo esterno con una marea di elogi, ma in quello interno, trasferito perché non in grado di aver saputo tenere sotto controllo l'escalation criminale e di fatto destabilizzando quel territorio; i dati parleranno chiaro, vi sarà un aumento di furti e rapine, si dirà che il funzionario ha combattuto e contrastato la criminalità organizzata senza fluire a compromessi di nessun genere e tante grazie con tanto di saluti. ma nelle stanze interne, salutato con pochi rimpianti.

Verrà rimpiazzato con un'altra figura istituzionale, forse prossima alla pensione, capace di garantire quel famoso salvacondotto, solo così le istituzioni e i media verranno alleggeriti dalla pressione esercitata dall'opinione pubblica e dalla morsa criminale che l'attanaglia. Ma così si accresce il potere dell'ossatura criminale che agirà indisturbata in alcuni settori, gonfiando spropositatamente i propri conti correnti. 

Abbiamo avuto maniera di scrutare il modo operativo del giovane funzionario, si desume chiaramente che ha stoffa da vendere e sinceramente ci dispiacerebbe se venisse isolato dalle istituzioni nelle quali fortemente crede, perché sono figure importanti e rare che lo Stato deve blandire e saper proteggere; ho avuto modo di osservare i suoi occhi, a volte spaesati e a volte carichi di quella voglia di rivendicazione. Ma è solo, troppo solo dinanzi ad una forza che opera nell'anonimato e che colpisce quando meno te lo aspetti. 

Oggi siamo nel 2017 e quel funzionario, manco a dirlo, è stato promosso e inviato ad altra sede, dopo di lui si sono succeduti altri due capi della Mobile ed un questore prossimo alla pensione che straordinariamente si è battuto come un leone per far comprendere a Roma, che la mafia foggiana è potente e spietata al pari delle altre.

Eppure, veggenti non lo siamo.
