Come sempre, Scriviamo facendo appello all’art. 18, all’art. 21 e all’art. 28 della Costituzione della Repubblica Italiana. Cercando di narrare fatti, e questa volta, lo specifichiamo.
L'Editoriale
“Mbà”è il diminutivo di “compare”, termine con cui un affiliato mafioso alla “società” foggiana indica un altro affiliato.
Apriamo così, il resto vien da sé:
Imponente corteo di mezzi hanno sfilato questa notte in città per far rientro vuote.
Il nostro titolo è significativo. La DDA di Bari, nella giornata di oggi 30 novembre 2018, ha eseguito 30 arresti contro la “società” foggiana, la cosiddetta quarta mafia. Gran parte dei provvedimenti restrittivi erano indirizzati a persone già in carcere, chiudendo il cerchio che già da tempo circolava. Lo sapevano tutti: addetti alle cronache e mafiosi stessi. Il piccolo dettaglio è che i 30 erano e sono quasi tutti in carcere al momento dell’operazione denominata “Decima Azione”.
L’operazione è scattata durante la notte del 30 Novembre, il giorno di Sant’Andrea, come a dire in vernacolo foggiano “chi su bushc s’addcreja”, perché non è avvenuto nulla di nuovo contro i clan mafiosi ai quali questa operazione di fatto non ha stravolto assolutamente nessun equilibrio territoriale; gli unici a gongolare e a sfregarsi le mani sono gli avvocati penalisti. “buoni” quelli…
Detto ciò, è giusto quanto fatto, ma far passare il messaggio che la mafia foggiana è stata decapitata, beh... ne passa di acqua sotto i ponti. I killer uccidono e quelli sono fuori. La droga viene venduta e, a prescindere di chi sia dentro o fuori, la piazzano ugualmente. Il territorio è diviso in due batterie e lo sanno tutti: i Sinesi-Francavilla da una parte e i Moretti-Pellegrino-Lanza dall’altra, che si contendono un territorio dove negli ultimi anni ha visto lo strapotere incontrastato dei Sinesi-Francavilla. Dalla loro il clan Moretti può vantare del supporto della terza consorteria cittadina, ovvero della batteria Trisciuoglio-Prencipe-Tolonese.
Solo dopo l’uscita dal carcere del rivale storico Rocco Moretti, detto “il porco”, la batteria contrapposta ha tentato con due agguati di far capire chi conta in città. Agguati che hanno fatto scoppiare una pseudo guerra di mafia, perché Moretti, contrariamente al suo fedelissimo amico boss Giosuè Rizzi, freddato in via Napoli il 10 Gennaio 2012, (il quale non aveva fatto i conti che il suo nome di peso non bastasse per garantirgli un ritorno su piazza, cosa che non ha fatto Moretti), non dimorando a Foggia, pian piano si è riorganizzato in maniera maniacale assoldando nuove leve, corrompendo e allettando i soldati della batteria avversa per tradire i loro “capi”. E a quanto pare il “porco” c’è riuscito e alla grande, anche perché (e ve lo ripetiamo ancora una volta) il Gargano gran parte è suo. Una volta conquistato terreno in campo di armi e droga rinforzando il suo clan, il clan Moretti tenterà, come sta avvenendo, la scalata a Foggia città, fortino dei rivali Sinesi-Francavilla. A Foggia sarà dura, ma i due capi clan non sono certo degli sprovveduti. La “società” si chiama “società” appunto, perché è una “società" e a formarla e a farne parte in passato erano i due capi attuali, gli stessi che oggi si fanno la guerra.
Se si analizzano gli ultimi omicidi cosiddetti di mafia, pochi sono realmente per mafia, per sgarri ai clan. Come pure sono davvero pochi i regolamenti di conti. Maggiormente si ammazza per la droga, la stessa che viene affidata a soggetti non in grado di averne cura negli affari, “fottendo” i soldi ai clan per poi essere accoppati, perché fottere i proventi della “roba” i clan non perdonano.
Sul ramo estorsioni, beh… non si sono mai pestati i piedi su quali “clienti” attingere, anzi il territorio è ben diviso e se ne guardano bene nell’andare a chiedere il pizzo a chi è protetto dal clan avverso. Ma una cosa è certa, i due capi storici non sono affatto degli impreparati e a parer nostro questa pseudo guerra di mafia, come la chiamano in territorio di Capitanata avverrà, ma avverrà tra clan locali contro i clan stranieri, perché armi, droga, prostituzione, caporalato, provengono dall’estero, e gli “stranieri” stanno sempre più entrando nel meccanismo sociale degli ingranaggi della mafia della provincia di Foggia. Oggi la mafia straniera fa da semplici spettatori, ma se non tenuti a bada, diverranno rivali per la contesa del territorio, e allora si che sarà guerra.
In passato, e fino alle recentissime cronache, non si è mai sentito che a Foggia o in Capitanata alcuni stranieri compissero delle aggressioni per rapina negli esercizi commerciali; evidentemente la mafia straniera ha capito che la diatriba tra i clan locali favorisce il loro avanzamento ed espansione sul territorio, anche perché alla “società”, quella pensante, a parte droga e armi che portano soldi immediati, puntano silenziosamente ad intrallazzi meno invasivi agli occhi del pubblico, come le scommesse truccate, l’edilizia e le attività commerciali imponendo il pizzo. Tutte attività redditizie e occultate agli occhi della gente.
Per Noi le operazioni di polizia avvenute in pochi giorni sono risposte che uno Stato deve dare, per dare quella percezione di sicurezza alla gente, alla società civile, rispondendo con arresti e blitz.
Tuttavia la domanda sorge spontanea: perché questi blitz vengono fatti adesso, a seguito dell’omicidio avvenuto qualche giorno fa a San severo e non sono stati messi a segno prima?
Questa è la dimostrazione che quando volete, sapete deve andare a mettere le mani, ma la risposta dello Stato purtroppo è sempre post reato e mai preventiva.
Le pompe magne è meglio risparmiarsele per dedicare fondi preziosi per intavolare un discorso di intelligence sociale. Non contenti aggiungiamo: occhio che questa estate, potrebbe essere un’altra “calda” come quella del 2017. Noi lo dicemmo ma qualcuno non ha voluto ascoltarci. Come quando dicemmo di un incontro al molo di Rodi Garganico tra esponenti che controllavano la droga su San Severo. Difatti dalle ultime cronache, entrambi i soggetti che ebbero quell’incontro, oggi sono stati accoppati, uno dei quali ritenuto in confidente. Queste cose come le sappiamo Noi N.O.C.; purtroppo le arrivano a sapere anche loro, i mafiosi.
Come quella volta che consegnammo una nota informativa per la cattura di un ricercato internazionale contrassegnato da bollino rosso dall’Interpol, e ci fu detto senza mezzi termini di lasciarlo stare perché confidente. Signori, la linea è sottile, quando chiedete a mezzo stampa di fare squadra coi cittadini, la si fa in maniera lineare e non a modo vostro, perché le persone in voi credono e non vanno mai tradite.
Noi lo diciamo sempre, fino allo svilimento, occorre una Intelligence sociale. Coloro che danno informazioni non sono necessariamente collaboratori di giustizia o informatori per ottenere sconti di pena che si vendono al miglior offerente. In Capitanata occorre una rete informativa sociale, quella della gente comune, quella che ha a cuore le sorti del proprio territorio.
